Sadly, there isn't a single answer to this question, it depends on the professor and the class.
Usually in the really big science class they are not cancelled (unless the prof decides to go away early). The small classes tend to depend on whether or not the majority of the student will be there the last day.

I tend to ask professors in the first couple weeks of class because they'll usually have some idea of what they're doing then.

But basically, there is no one rule, and i've found that generally more than half of my classes are still going on the last day, but there are usually a lot of people missing and professors are generally understanding about that.
