Are transfer students allowed to send in their final transcripts if it will genuinely help contribute to their files?

The transfer application process is in the final stages currently.  Students are allowed to send in their final transcripts however we make no guarentee that they will be reviewed in time as part of the process.  At this time, transcripts will most likely arrive too late to be a part of the process.

I am the transfer applicant to JHU in Fall 2008. I heard that the notification date for transfer applicant is around June. I wonder whether the final grades of this spring semester have to be submitted before the notification date. And, if so, are they very important for transfer admission?

The transfer deadline for applicants wishing to enter in September of 2008 is March 15, 2008.  We notify students in mid to late May of decisions.  All admitted student decisions are conditional upon satisfactory grades through the completion of their current school year if they are enrolled at another university or college currently.  In sum, we see your final grades but typically not until after we make a decision on your application but still have the opportunity to rescind the offer should there be a significant change in your academic performance.
